The e-Propusnica (e-pass) system was aimed at stepping up and digitising the process of issuing passes, keeping a record of all issued passes and facilitating their control. Passes of this kind were recently introduced in Croatia due to the confinement measures imposed to restrict movement and curb the spread of the infection with COVID-19.

As of Wednesday, 1 of April, croatian citizens are able to apply, through the e-građanin (e-Citizen) system, for e-passes and the system will check data availability for all applicants. The e-Propusnica system makes it possible for citizens to submit a request for an e-pass to their employer, general practitioner or civil protection authority.

The Government announced that bthe purpose of the system was to have a single place where passes would be issued, which would reduce the possibility of abuse and make the system of controlling the issued passes more efficient. It will also prevent the issuing of e-passes to persons in self-isolation because the system connects the ministry of the interior, the tax administration, the pension insurance fund, the health system and the national civil protection authority.

The issued e-passes will be sent to citizens via e-mail and it will be possible to print them out if necessary. It will also be possible to use them on one's mobile phone because they contain QR code. Passes that have been issued within one hour from their issuance will be available for checks on the ground.

The e-propusnice system is available at https://epropusnice.gov.hr
